Our board of directors is composed of residents, business owners, planners, and charitable groups that have an interest in seeing our development plan succeed. All of the major stakeholders in the area are represented.
Scott Blake
Executive Director

Scott Blake is an avid connoisseur of fine arts, art history, stage design, and museum planning. Early in his life, Blake developed a passion for historic preservation, leading him to own and renovate five different houses listed on the National Registry of Historic Places. Blake’s unique mix of talents includes successful grant writing, team building, and long-range planning– essential skills for projecting the neighborhood’s development. Beyond his professional endeavors, Blake collects rare art with a specific focus on sacred Christian art.
Ryan Hanson

Ryan Hanson is currently a member of the City of Memphis’ Office of Performance Management and oversees the Memphis Data Hub and the Mayor’s Dashboard Review. Ryan holds graduate degrees in geography and management information systems and a Ph.D. in geospatial data science. Prior to the City of Memphis, he spent 15 years as an applied researcher at the Sparks Bureau of Business at the University of Memphis. In his free time, Ryan enjoys playing music, cooking, and hanging out with his dog.
Andy Pouncey

Andrew Pouncey is a seasoned public servant and historian specializing in the City of Germantown in Shelby County, and as well as World War 1. Knowledgeable in every minute that led to Germantown and Memphis’ creation, Pouncey was elected as the Germantown City Historian in 2015. In this position, he developed the website GermantownTNhistory.org, aiming to make the history of Germantown accessible to anyone, anywhere, at any time. Pouncey is also a seven-year member of the Shelby County Historical Commission, six of which he was chair. Pouncey spends every free minute following the stories of Memphis’ soldiers in World War I, visiting associated cemeteries and historic landscapes here and abroad.
Lawrence Migliara

Lawrence Migliara is a 50-year veteran in real estate and owner of Outdoors Inc., a specialty outdoor supply store. As a native Memphian, Lawrence is dedicated to preserving Memphis’ rich history through its real estate. Outside the boardroom, you’ll usually find him outdoors canoeing, kayaking, snow skiing, or climbing.
Chelcie Oseni

Chelcie Oseni, MBA, BSN, RN is the Clinical Manager of School Health at Methodist Le Bonheur Community Outreach. A role model for health, Chelcie was selected as a Rising Star Nurse Leader by the Tennessee Action Coalition, Tennessee Nurses Association, and Tennessee Hospital Association in 2022. Chelcie holds an MBA in Healthcare Administration from Bethel University and a Bachelor of Science in Nursing from Austin Peay State University and has been licensed as a Registered Nurse in Tennessee for over 13 years. Chelcie is committed to building a culture of health, safety, and community in the Victorian Village neighborhood.
Oksana Piven

Oksana Piven is a Memphis real estate professional specializing in corporate housing, affordable housing, and renovation. Oksana is dedicated to revitalizing damaged or abandoned properties into homes for the low-income population. Outside of community development, Oksana prioritizes personal growth with daily emphasis on mental exercise, staying active, and traveling the world.
James Trotter

James Trotter is an alcohol and drug counselor, military veteran, and civil servant. With eleven homeless shelters in the Victorian Village neighborhood, James is actively engaged in supporting individuals experiencing homelessness and those struggling with addiction. His commitment to community service reflects his life’s dedication to helping others.
